Flood Zones and The 50% Rule
David W. Freed
Floodplain Coordinator, Charlotte County
In preparation for Hurricane Season, join David W. Freed, Floodplain Coordinator for Charlotte County, who will review and explain the difference in flood zones and how they relate to the 50% rule. He will also briefly touch on mitigation efforts and the future of preparedness in Charlotte County.
About the Speaker:
Born and raised in Central Pennsylvania David attended Penn State University where he received a Bachelor’s degree in Political Science. After college he worked for the Pennsylvania Department of Labor and Industry. Following a blizzard in 2016, David decided to relocate to South Florida and lived in Deerfield Beach. He worked briefly with the Department of Juvenile Justice before joining the private sector where he managed the government customer service division of GovSpend. During Covid he started working for the City of Delray Beach as a Code Enforcement Officer. David moved to Charlotte County in 2023 and started working for the county as a Code Officer before starting as a Floodplain Coordinator.
